Been sitting in the dark for hours

I tripped and fell on a steel 5 in pipe cut down to one inch sticking out of concrete all on major pedestrian and bike crosswalk on way to beach on Port Huenene..I'm 75 and fell face first onto both wrists..injuring my left wrist..to prevent this from happening to someone else I called public works dept Port Hueneme and ending up leaving two descriptive voice mails for the person in charge and left my phone # twice to this day no call back and hazard still there..
