Includes grading, compacted aggregate base, asphalt in one or two lifts, and striping. Replacement adds removal and disposal of the old pavement.
Drainage matters most
Standing water is the fastest way to destroy a lot. Ask how the contractor will slope the surface toward inlets or edges and whether any drainage structures need work.
